Local authorities in the Rostov region have prohibited the distribution of images and videos showing the aftermath of a UAV attack and air defense operations.
In a move aimed at preventing information leaks and ensuring the safety of residents, the Governor of Rostov Oblast, Yuri Slyusar, signed a decree on August 8, 2025, imposing strict restrictions on social media and publishing activities within the region.
The decree applies to both media outlets and ordinary users of social networks and messengers. Unauthorized filming and distribution of certain materials, such as the aftermath of drone attacks, air defense operations, military unit locations, and any data that reveals the locations and temporary deployment of military units in the Rostov Oblast region, are subject to fines.
Individuals face fines ranging from 3,000 to 5,000 rubles, while officials are fined between 20,000 to 40,000 rubles. Legal entities face the most severe penalties, with fines ranging from 200,000 to 400,000 rubles. In some regions, similar fines are also imposed for such publications. For example, in Adygea, civilian violators must pay 5,000 rubles, officials - 15,000 rubles, and legal entities - 100,000 rubles.
The decree does not apply to official government sources and those who cite them. However, authorities in Sochi may warn of drone threats via SMS and shut down mobile internet as a precautionary measure.
This decree is similar to those already in effect in other regions, including Crimea, Kalmykia, Adygea, St. Petersburg, Astrakhan, Vladimir, Volgograd, Ivanovo, Kursk, Leningrad, Lipetsk, Tver, Kaluga, and Tula.
The regional administration's press service stated that the measures are designed to maintain security and protect residents. The decree came into force on August 11.
