By June 2025, about 4.31 million non-EU citizens from Ukraine had temporary protection status in the EU. Among these, Germany is hosting 27.8% of these asylum seekers, which equates to nearly 1.2 million guests. Poland is the second-largest host, accommodating 23% of the asylum seekers, or 992,500 individuals. The Czech Republic follows closely with 8.8% of the asylum seekers, which equates to 378,400 people. Spain and Italy host 5% and 4% of the asylum seekers, amounting to an estimated 215,500 and 172,400 people, respectively. Romania is hosting 4% of the asylum seekers, which equates to approximately 172,400 people.
The Czech Republic stands out as it has the highest ratio of temporary protection beneficiaries relative to its population, with 36.5 per 1,000 people, followed by Poland (27.2 per 1,000) and Latvia (26.2 per 1,000) as of February 2025. Poland hosts 27.2 asylum seekers per 1,000 inhabitants, while Estonia hosts 25.1 asylum seekers per 1,000 inhabitants. The EU average for asylum seekers per 1,000 inhabitants is 9.6.
Temporary protection for Ukrainians was extended until March 4, 2027, confirming the ongoing role of these countries in hosting such beneficiaries. Other large recipients of first-time asylum applicants in May 2025 were Spain (12,755), Italy (11,760), France (9,490), and Germany (8,330), accounting for 77% of all first-time asylum seekers in the EU.
The welcoming culture towards asylum seekers in Germany, Poland, and the Czech Republic has been a notable aspect of these countries' response to the influx of refugees.
