Lower Saxony's Minister President, Olaf Lies (SPD), has made an appeal to the federal government for support in admitting traumatized children from the conflict zones of Gaza Strip and Israel. In a letter sent to Federal Interior Minister Alexander Dobrindt (CSU) and Federal Foreign Minister Johann Wadephul (CDU) on August 12, Lies requested the federal government to support Hanover's initiative and create the necessary framework conditions.

Hanover, along with other cities such as Düsseldorf, Bonn, Leipzig, and Kiel, has expressed its readiness to support and accompany this initiative. The Medical School Hannover stands ready to take in children who need medical help.

The initiative is being closely worked on by Hanover, the State Association of Jewish Communities in Lower Saxony, and the Palestinian Community Hannover. Lies emphasized that the responsibility for admitting these children should be shared, not just for Hanover alone.

Unbureaucratic and swift solutions are needed for the admission of these children. The federal government is responsible for organizing the safe exit and smooth entry of the children in close coordination with international partners.

However, as of late August 2025, there is no direct public update or confirmation on the status of this appeal by Lower Saxony’s Minister President Olaf Lies specifically for the admission of traumatized children from the Gaza Strip and Israel.

The context of Germany under Chancellor Friedrich Merz (since May 2025) sheds light on the situation. Merz has taken a restrictive stance on migration and refugee admission, explicitly stating in October 2023 that Germany could not accept Palestinian refugees from Gaza, citing concerns about antisemitism within the country. This suggests a cautious or possibly negative federal stance toward admitting more refugees from this conflict.

The German Foreign Ministry has also criticized Israeli military actions in Gaza, indicating concern for humanitarian conditions.
