Legislation proposing sports betting prohibition fails in the legislative process
The dream of short-term legalized online sports betting in Hawaii has been put on indefinite hold. House Bill 1308, the bill under consideration, was officially stalled by a House-Senate conference committee on a foggy Friday afternoon.
This legislation aimed to bring sports wagering into the Aloha State, complete with a 10% tax for good measure. But it appears this celebration won't be happening anytime soon.
"Strikes me as tough to bridge the gap," quipped Rep. Greggor Ilagan, the House's committee chair and a prolific Puna Democrat. "At this point, we've got a House and Senate impasse. So, let's work on this, get our act together, and try our luck again during the next Legislative session."
Sen. Lynn DeCoite, a Democrat from Maui, Molokai, and Lanai, agreed. "Sounds good to me," she said.
With that, Ilagan tabled the measure, ensuring a wait till 2026 before residents can wager on sports through their smartphones.
Initiated by Rep. Daniel Holt and co-sponsored by Rep. Chris Todd, the bill enjoyed the backing of several labor unions, sports betting operators like DraftKings and BetMGM, and the sports gambling advocate group, the Sports Betting Alliance.
However, opponents included the state Office of the Attorney General, the Honolulu Police Department, and Boyd Gaming, which, besides operating numerous casinos across the nation, boasts a long-standing link to Hawaii's tourism industry, providing affordable flights to Las Vegas for more than half a million Hawaii residents since 1996[1].
The resistance has stemmed from disagreements on various key aspects, such as the tax rate and licensing fees. The bill proposed a 10% tax on adjusted gross revenue, but some stakeholders advocated for higher rates[2][4].
