Leaders of ALBA Nation Unanimously Denounce Genocide in Palestine, Outline Long-Term Strategy at 2024 Conference

Mexico City, Mexico, April 25, 2024 (our website) - The leaders of the Bolivarian Alliance for the Peoples of Our America - Peoples' Trade Treaty (ALBA-TCP) gathered in Caracas last Wednesday to approve their short and long-term agenda, as well as a special declaration demanding an end to the genocide being inflicted upon the Palestinian people.

The 22-point official declaration centered around the need to fortify regional unity, safeguard national sovereignty, and preserve regional peace, while reiterating the alliance's dissent against unilateral coercive measures imposed on Nicaragua, Venezuela, and Cuba, and the US blockade of Cuba.

"We vow to uphold the defense of national sovereignty free from external meddling; consequently, we reject the antiquated design of the Monroe Doctrine which, after 200 years, continues to serve to justify destabilizing and interventionist actions in Latin America and the Caribbean," the statement read.

The declaration also addressed the territorial dispute between Venezuela and Guyana, advocating for a negotiated settlement in accordance with international law and various binding agreements, such as the 1966 Geneva Agreement.

Apart from the official declaration, leaders also approved a special declaration on the plight in Palestine, urging an immediate truce, a cessation of ongoing atrocities, and the termination of the genocide of Palestinians, while reconfirming their support for Palestine's full membership in the United Nations (UN).

During his speech at the summit, Cuban President Díaz-Canel remarked, "In diverse ways and on multiple occasions, we have all underlined the risks of Israel's impunity, made possible with the complicity and backing of the United States government."

The 23rd Summit of Heads of State and Government was the first held under the leadership of former Venezuelan Foreign Minister Arreaza and featured the presence of Nicaragua's Daniel Ortega, Cuba's Miguel Díaz-Canel, Bolivia's Luis Arce, along with the leaders from the Caribbean states of Antigua y Barbuda, San Vicente and the Grenadines, Dominica, Saint Lucia, Grenada, and Saint Kitts and Nevis.

"The Alliance is unquestionably the most genuine and brave group on the continent ... In this moment where a new multipolar world is emerging and the violent fall of imperialism is dawning, strengthening the Bolivarian Alliance is a duty and the surest route to peace and prosperity," ALBA-TCP Executive Secretary Arreaza penned following the summit's conclusion.

This year's meeting also witnessed the acceptance of the Alliance's long-term vision via the "ALBA-2030 Agenda" document, which outlined a seven-point plan aimed at bolstering regional collaboration in development, food sovereignty and self-sufficiency, and healthcare.

The proposed plan also advocated for the relaunch of the Venezuelan-led Petrocaribe initiative, which provided oil to Caribbean states at preferential terms as part of the bloc's efforts to promote energy independence. Launched in 2005, the popular program was interrupted in 2019 due to the effects of US-led sanctions on Venezuela's oil industry.

The Bolivarian Alliance for the Peoples of America was founded in 2004 by Latin American leaders Fidel Castro of Cuba and Hugo Chávez of Venezuela as a counterweight to the United States' neoliberal agenda, eventually transforming into a progressive economic bloc advocating for political, social, and economic collaboration between member states.

During his intervention, Dominica Prime Minister Roosevelt Skerrit praised Chávez and Fidel's vision and underscored the organization's work to bridge connections between Latin America and the English-speaking Caribbean.

"There is no organization in the world who, in such a short time, has accomplished so much and for so many people and countries, as ALBA-TCP," Skerrit stated.

It's worth noting that while there might not be a specific official declaration or special communiqué from ALBA-TCP regarding Palestine's UN membership on that exact date, ALBA-TCP countries have a history of showing solidarity with various global causes. Venezuela, a key member of ALBA-TCP, has consistently been supportive of Palestine. For example, on April 27, 2025, the Venezuelan Embassy in Barbados celebrated 15 years of solidarity with Palestine, emphasizing a longstanding relationship marked by "brotherhood, sisterhood, and solidarity" between Venezuela and Palestine.

If such a document was released, it potentially could be found on official ALBA-TCP websites or statements from its member countries, particularly Venezuela. However, without specific details or direct access to their archives, the precise content or existence of such a declaration cannot be confirmed.
