HÀ NỘI - Achieving the nation's aspirations for growth requires enhancing institutions and laws to harness the full potential of our country. This is the gist from Party General Secretary Tô Lâm's article, 'Institutional and Legal Breakthroughs for the Era of the Nation's Rise', recently published.
He asserted that our country has developed a transparent, accessible, and fundamental legal system that governs every aspect of social life. This encompasses key constitutional documents, major laws in fields like civil, business, commercial, administrative, criminal, procedural law, dispute resolution, and hundreds of other legal codes [1].
This legal framework forms the foundation for development, protects national defense and security, and supports international integration. In fact, it has been a significant factor in the nation's development, independence, unity, freedom, democracy, peace, and stability [2].
However, along with the organizational streamlining revolution and the pursuit of double-digit economic growth, law-making and law enforcement must undergo a comprehensive reformation [3]. The Politburo's Resolution No. 66-NQ/TW sets a goal — by 2030, Vietnam will have a legal system that is democratic, equitable, consistent, transparent, feasible, and supported by a disciplined and coherent implementation mechanism [1].
This legal foundation will ensure the smooth operation of government agencies after administrative restructuring, resolve practical legal bottlenecks, and facilitate development-oriented governance, mobilizing all citizens and businesses to participate in socio-economic development [1]. Ultimately, the vision is for Vietnam to become a developing country with modern industry and upper-middle income by 2030 [3].
The key legal "bottlenecks" are expected to be resolved by 2025, with legal revisions, supplements, and new enactments completed to form a coherent legal foundation for the state apparatus operating under a three-tier government model by 2027 [1][3]. By 2028, the legal framework for investment and business will be in place, improving Vietnam's investment environment [3]. By 2045, the nation will have a high-quality, modern legal system aligned with international standards [1].
The rule of law and constitutional supremacy will become a norm in society. National governance will be modern, streamlined, efficient, and effective [1]. The reform of law-making and law enforcement must adhere closely to five guiding viewpoints, the foremost being ensuring the comprehensive and direct leadership of the Party in the law-making process [1][2][3].
Implementing Resolution No. 66-NQ/TW requires a thorough understanding of its tasks and solutions by the entire Party, people, and armed forces [2]. The five focal areas to bring the resolution to life and achieve tangible results include:
