In a bid to improve the living conditions of its residents, the Kuban region has approved amendments to the regional law on administrative offenses. The new bill aims to increase the time of silence during the morning, day, and on weekends and non-working holidays, and establish administrative responsibility for violating the noise restriction.

The amendments plan to supplement the list of actions that violate the peace of citizens. Activities such as repair, construction, loading and unloading operations, and other works using mechanical means and technical devices will now be considered actions that can entail the imposition of an administrative fine.

Yuri Burlachko, the chairman of the regional parliament, considers these amendments as a continuation of efforts to improve living conditions for Kuban residents. He emphasized that the bill has been considered in the first reading, allowing deputies to express their opinions and ask questions.

Last year, a "pouring law" was adopted in the region, aiming to prevent excessive alcohol consumption and related criminogenic situations. The new noise regulation amendments are similar to decisions made in some other regions, prompted by the need for increased noise restrictions.

The new bill also aims to protect the rights of residents to silence and tranquility. It will be prohibited to make noise from 23:00 to 8:00, from 13:00 to 15:00, and additionally from 8:00 to 10:00 on weekends and non-working holidays.

Many appeals regarding excessive noise interfering with normal rest have been received by the Governor of Kuban and the Legislative Assembly. All comments and suggestions on the bill, according to Yuri Burlachko, will be taken into account.
