Lawmakers establish panel to abolish Control Yuan institution

The Control Yuan, a government body responsible for investigating and censuring official misconduct, and impeaching public officials in Taiwan, is facing a significant challenge as a proposed constitutional amendment to abolish it gains momentum.

The legislative initiative, jointly proposed by the Chinese Nationalist Party (KMT) and the Taiwan People's Party (TPP), has received sufficient support, with more than 29 lawmakers co-signing, meeting the legal threshold to proceed. An ad hoc Constitutional Amendment Committee has been formed in the Legislative Yuan to review this amendment, and its first meeting is scheduled for August 25, 2025.

The committee, consisting of 19 KMT lawmakers, 17 from the DPP, and three from the Taiwan People's Party, reflects the proportion of seats held by each party in the legislature. Huang Kuo-chang, TPP Chairman and legislator, stated that the proposal to transfer the Control Yuan's presidential impeachment powers to the legislature has secured sufficient backing to advance.

The move to amend the Constitution includes dissolving the Control Yuan, as per the Additional Articles of the Constitution. The two opposition parties argue that the Control Yuan has been acting in favor of the Democratic Progressive Party (DPP), motivating the push to remove it.

This legislative initiative fits within a broader pattern of KMT-TPP efforts to exert more executive oversight and challenges to the DPP, reflecting the ongoing divided government situation since the 2024 elections.

Huang Kuo-chang thanked the KMT for backing the bill and proposed forming the Constitutional Amendment Committee in the current legislative term. The committee's purpose is to amend the Constitution, and its first plenary meeting will be held at the Legislative Yuan on Aug. 25, according to Legislative Speaker Han Kuo-yu.

The Control Yuan, a crucial check and balance in Taiwan's political system, is now under serious consideration for abolition. As the Constitutional Amendment Committee delves into the review process, the future of this government body hangs in the balance, with potential implications for the political landscape of Taiwan.
