In a move that has sparked debate and controversy, President Donald Trump has taken control of the Washington D.C. police department under Section 740 of the 1973 District of Columbia Home Rule Act. This section allows the president to temporarily direct the Metropolitan Police Department (MPD) for "federal purposes" deemed necessary during an emergency.

The president's authority to take control of the MPD is limited to 30 days, after which a joint resolution of Congress is required to extend federal control over the MPD. This 30-day limit is a firm statutory deadline, and there is no legal basis for unilateral extension by the president, even if a national emergency is declared.

Regarding the deployment of the National Guard in Washington D.C., the president can activate these forces under federal authority. However, the Home Rule Act and normal protocols generally require cooperation with D.C.’s government and federal statutes such as the Insurrection Act. Trump declared a crime emergency in the city and deployed National Guard members alongside other federal agents as part of this federal intervention.

The president's claim that declaring a national emergency can override the 30-day limit has no support in law, according to legal experts and court filings. This federal takeover is viewed by some officials as an extraordinary move, conflicting with D.C.’s local governance and home rule principles.

Meanwhile, the legal battle over Trump's deployment of the National Guard in Los Angeles continues. The Kennedy Center Honors program, typically taped in December for broadcast later in the month on CBS, is scheduled as usual.

Trump has announced that he will be making nominations for the Kennedy Center Awards, to be announced on Wednesday. He has also installed himself as chairman of the Kennedy Center's board and plans to activate 800 members of the National Guard in Washington D.C.

Press secretary Karoline Leavitt will hold a briefing at 1 p.m. ET. The president's public schedule today is not disclosed.
