The story unfolds when Ann discovers Julie's body hidden behind a bath panel in her daughter’s home, 80 days after her disappearance. Billy Dunlop, an acquaintance who lived nearby, is suspected of the crime. He had strangled and sexually assaulted Julie before concealing her body at her home. Yet, two trials in 1991 resulted in hung juries, and the Double Jeopardy Law prevented Dunlop from being retried, despite later confessing to the crime while in prison for another offense.
Ann's grief transforms into determination as she embarks on a 15-year battle against the Criminal Justice System, the Crown Prosecution Service, the Law Commission, government officials, and legal authorities. She challenges the law publicly and politically, seeking a retrial for her daughter’s murderer.
