Lavrov and Rubio could potentially hold a meeting in New York, according to Russian statements, with no plans for discussing Ukraine.

Russian Deputy Foreign Minister Sergey Ryabkov has revealed that the fourth round of bilateral consultations with the United States, aimed at addressing diplomatic disputes, has been repeatedly postponed. This news comes as the U.N. General Assembly in New York opened on September 9.

During the third round of peace talks in Istanbul on July 23, Ryabkov mentioned that Kyiv has not yet responded to a Russian proposal. However, he did not provide any new information about this proposal.

Ryabkov also criticized opponents of President Donald Trump's administration for trying to weaken Russia and accused European leaders of producing "paranoid white noise" and being "rabid militarists." He stressed that Moscow seeks "substantive progress rather than stomping on the spot."

Despite the delays, Ryabkov expressed optimism about the potential meeting between Russian Foreign Minister Sergey Lavrov and U.S. Secretary of State Marco Rubio on the sidelines of the U.N. General Assembly. He mentioned the commitment of the U.S. administration to improving relations, citing last month's presidential meeting in Anchorage, Alaska, as setting that direction.

Regarding a meeting with Ukraine, Ryabkov said that it has not moved forward. He did not specify which American ideas on Ukraine "do not suit Moscow." However, he did state that some American ideas on Ukraine are "based on common sense."

Ryabkov also commented on Trump's calls for Europe to replace Russian energy with American supplies, stating that Russia's energy sector is prepared for such competition.

The meeting between Lavrov and Rubio is currently in the process of discussion, with Ryabkov stating that the chances of it happening are high. He did not mention any new time frames for the potential meeting.

In a more positive tone, Ryabkov described some American ideas on Ukraine as being "based on common sense." This suggests that there may be areas of agreement between the two nations, despite the ongoing diplomatic disputes.

As the diplomatic dance between Russia and the United States continues, the world watches with bated breath, hoping for a resolution that will bring peace and stability to the region.
