LAFD After-Action Report Reveals Staffing, Communication Challenges in Palisades Fire Response
The Los Angeles Fire Department (LAFD) has released an after-action report, shedding light on the challenges faced during the initial response to the Palisades Fire. The report highlights staffing shortages, communication breakdowns, and water supply limitations that hindered the department's efforts in the first 36 hours of the blaze.
The LAFD's aim to balance fiscal responsibility with adequate preparation was tested by the Palisades Fire. The department struggled with staffing shortages, with most personnel working for more than 48 hours without rest or relief, leading to fatigue and impaired decision-making.
Communication problems further complicated the response. Delayed evacuation orders and overwhelmed communication channels hindered the overall firefighting effort. The community's water infrastructure also proved insufficient for supporting a firefighting effort during the wildfire, exacerbating the challenges faced by LAFD personnel.
In response to these issues, the LAFD has implemented significant changes to its protocols. This includes an overhaul of its command staff, with 19 leadership changes since January 2025. Former Fire Chief Kristin Crowley, who filed a legal claim against the city, was demoted following the review.
The LAFD's after-action report underscores the need for continuous improvement in emergency response protocols. By addressing staffing, communication, and resource limitations, the department aims to enhance its preparedness for future wildfire incidents.
