Klitschko's Deputy Confirms Removal of Electronic Bracelet and Lifting of House Arrest
Kyiv Deputy Mayor Volodymyr Prokopiv Released from House Arrest
Volodymyr Prokopiv, the Deputy Mayor of Kyiv, has been released from round-the-clock house arrest and had his electronic monitoring bracelet removed by a court decision on August 12, 2025. Prokopiv had been under house arrest for nearly four months, since late April 2025.
The allegations against Prokopiv involve organizing a scheme to illegally smuggle draft-eligible men abroad, disguising it as the transportation of humanitarian cargo to European countries. The investigation claims that conscripts' personal data were falsely entered in a volunteer system linked to an Odesa-based company, allowing them to leave Ukraine on trucks supposedly carrying humanitarian aid. According to the investigation, over 30 potential conscripts were smuggled abroad from May to June 2022. Prokopiv faces up to 7 years in prison if convicted.
In addition to these criminal suspicions, Prokopiv was earlier connected to a corruption scandal involving questionable ownership of numerous commercial and residential properties by his family during his tenure at the Kyiv City Council and Administration.
Prokopiv himself maintains his innocence, stating on Facebook that he committed no crimes and his goal remains to have all suspicions and charges against him fully dropped.
Procedurally, after receiving a suspicion notice on April 17, 2025, Prokopiv was suspended from duty, placed under 24-hour house arrest, and ordered to wear an electronic monitoring device on April 22, 2025. This preventive measure was lifted around four months later by court order.
