Ukraine is preparing for multilateral negotiations on territorial issues and security guarantees, with the involvement of multiple European heads of state and government. The talks are set to commence with a ceasefire in place, and the Ukrainian President, Volodymyr Zelensky, is expected to be present.
The negotiations aim to address robust security guarantees for Ukraine, a key concern for the country. Current proposals emphasise Ukraine's role as a decision-maker, especially in matters concerning territorial issues and security guarantees.
Russia has proposed the inclusion of all permanent members of the United Nations Security Council, including itself and China, in the negotiations to address security guarantees. However, this proposal has been rejected by the US-backed proposals, which exclude Russia.
Russia also promotes the 2022 Istanbul negotiation framework as a starting point. This framework, if implemented, would permanently prevent Ukraine from joining NATO, restrict its military capabilities, and grant Russia and other guarantor states veto power over Western military assistance to Ukraine. The framework imposes no limits on Russian military forces, effectively crippling Ukraine’s sovereignty and security. Kyiv regards this as unacceptable.
Regarding territory, former US President Trump suggested possible territorial exchanges along the current front lines, but details and Russia’s offers remain unclear. NATO officials have stated that territory swaps were not discussed recently, affirming that territorial decisions rest solely with Ukraine’s leadership. President Zelenskyy firmly opposes ceding sovereign Ukrainian territory, citing constitutional prohibitions and emphasizing Ukraine’s right to decide on its borders.
The negotiations are intended to be part of a joint transatlantic strategy. The video conference involving President Trump and other European heads of state and government was described as constructive and good by the Chancellor.
It is crucial to note that there should be no question of legal recognition of Russian occupations in the negotiations. The deadlock in these negotiations is evident, with Russia seeking conditions that Ukraine finds unacceptable, while Ukraine and its allies push for its sovereign rights and security assurances without draconian limitations.
