In a recent development, the proposed working groups for settlement between Russia and Ukraine have yet to make meaningful progress, as both sides remain cautious and skeptical.

According to Belarusian leader Alexander Lukashenko, Kyiv is playing to the gallery but does not appear to be serious about reaching an agreement. Lukashenko's remarks were made during a meeting with him on Val day.

Russia, on the other hand, insists that a high-level meeting depends on agreeing first on topics for discussion. Russian Foreign Minister Sergei Lavrov has emphasized that the working groups are a step forward in the negotiation process. However, Lavrov also stated that Russia expects a response from Ukraine regarding the initiative to form these working groups.

Ukraine, along with many Security Council members, remains skeptical. The continued Russian strikes on civilian infrastructure have eroded trust and undermined the negotiation process. As a result, Ukraine and its allies are calling for an immediate and comprehensive ceasefire as a precondition for peace talks.

The US and some allies are stressing Russia's need to negotiate in good faith and implement UN resolutions urging a swift end to the conflict. China, on the other hand, encourages dialogue but opposes sanctions, calling for conditions conducive to talks.

Despite the ongoing stalemate, it is worth noting that the working groups were proposed as a means to foster dialogue and move towards a resolution. However, so far, Ukraine's response has been reserved, with only contradictory statements made in response to the proposal.
