Khabarovsk Krai tightens alcohol sales with strict new rules by September
New restrictions on alcohol sales will soon take effect in Khabarovsk Krai’s Nikolayevsky District. From September 1 The regional government has been tightening controls on alcohol trade for years. In 2021 alone, authorities launched 24 administrative cases against violators, resulting in fines exceeding 1.2 million rubles. Nearly 2,400 units of alcohol were also seized from illegal circulation that year.
Currently, 760 legal entities hold alcohol trade permits across Khabarovsk Krai, covering over 6,000 licensed retail outlets. However, enforcement has grown stricter. In 2025, an arbitration court revoked three licences and temporarily shut down two businesses. By 2026, two more companies have already faced suspensions. Local entrepreneurs have voiced concerns about technical hurdles with the Unified State Automated Information System (EGAIS). Regional officials responded by promising to assist businesses in resolving these issues before the deadline. The upcoming rules mark the latest step in a broader crackdown on alcohol sales near public spaces. Non-compliant shops will have no choice but to move or risk losing their licences entirely.
The September 2026 deadline leaves businesses little time to adjust. Those unable to relocate or fix compliance issues will face closure. With stricter monitoring and rising penalties, the region aims to reduce illegal alcohol trade near sensitive locations.
