Kazakhstan Unifies Time Zones, Moves to UTC +5
In a significant move, Kazakhstan has implemented a unified time zone across its 15 regions, including major cities like Nur-Sultan, Almaty, and Shymkent. The Ministry of Labor announced the change on August 31, 2023, with the clocks moved back by one hour in many regions from March 1, 2024.
The government's decision was backed by the court, which confirmed its competence in developing state policy on measurements, including time calculation orders. The change was made considering international experience and scientific data from various institutes.
The transition was not without controversy. A petition calling for the cancellation of the time change gathered 50,000 signatures but was rejected by the Ministry of Trade and Integration. The plaintiff in a subsequent lawsuit argued that the time zone change did not align with astronomical time and that the government lacked authority to make such decisions. However, the Cassation Court for Civil Cases upheld the government's decision, stating that the challenged decrees were adopted within its powers.
Several regions of East Kazakhstan have already switched to the new work schedule due to the time zone change. The unified time zone of UTC +5 is now in effect across Kazakhstan, aiming to improve the country's economic and social life.
