Tearing it up in Tashkent: Yerlan Koshanov, the chairman of Kazakhstan's lower house of parliament, the Mazhilis, made a splash at the 150th anniversary Assembly of the Inter-Parliamentary Union on April 7 in Uzbekistan's capital.
