Karnataka Initiates Empirical Data Collection on Scheduled Castes through Survey

It's game on in Bengalur! The one-man commission helmed by retired High Court Judge, Justice H N Nagamohan Das, began its crusade against intra-caste disparities in the state last Monday.

Addressing a press confab, the chief minister, Siddaramaiah, declared that the purpose of this colossal exercise is to create empirical data on 101 castes listed as Scheduled Castes (SC).

"We've kicked off an enumeration of scheduled castes in the state. Justice Nagamohan Das has been entrusted with unraveling the maze of sub-quota for castes in the SC list", Siddaramaiah enlightened gathered journalists.

Even though Justice Nagamohan Das' commission has a time frame of 60 days to submit its report, a whopping ₹100 crore has been set aside for the expense. Approximately 65,000 teachers will be deputized as enumerators for this mission.

This groundbreaking survey, scheduled to conclude on May 17, will be divided into three phases. In the first phase, held from May 5 to May 17, door-to-door data collection will be conducted. A second phase running from May 19 to May 21 will host designated camps to cater to those left out in the first phase. The third phase, commencing May 19, will focus on online registration for folks residing outside their towns.

Siddaramaiah further explained that this drive is backed by the Supreme Court verdict dated August 1, 2024, which validated the sub-classification within SCs (Punjab vs. Devender Singh). The findings of this survey, he asserts, will help tailor affirmative action for historically marginalized SC sub-classes like the Adi Dravida, Adi Karnataka, and Adi Andhra, which suffer from erratic categorization across regions.

A mobile application and a helpline number (94813 59000) have been developed for this epic endeavor. The chief minister appealed to the state's SC communities to participate openly in this initiative, hoping to make history!
