Kaja Kallas, the ex-prime minister of Estonia, has snatched the backing of notable heavyweights like the United States, France, Germany, and the UK to seize the seat of EU Foreign Policy Chief. While she lost her bid to become the next NATO Secretary General, becoming the first woman and the first Eastern and Central European to helm the alliance remains her aspirational goal.

Initially, Mark Rutte, the outgoing Dutch prime minister, was the frontrunner for the NATO post, but Kallas effectively swayed the Germans and Americans – who initially leaned towards Rutte – due to the Netherlands' dismal defense spending record that raised questions about its moral credibility.

Kallas' strong support for Ukraine and incisive analyses on Russia have positioned her as an international contender since 2022. Estonia increased its defense spending to 3% of GDP for 2024-2027, making it one of the largest per capita donors to Ukraine.

The Baltic Dissident

Controversy arose when some NATO members disapproved of Kallas' harsh criticism of Russia. A representative of Western European opposition pointed out that, being the prime minister of a neighboring country to Russia, Kallas might pose a conflict of interest for the alliance's top position. However, Kallas has managed to convey her diplomatic prowess to key leaders during her visits to Washington and Berlin, eventually winning their support and making France's Emmanuel Macron and the United Kingdom's officials more amenable to her nomination.

Women Leading the Way

Amidst the conversations surrounding Kallas, NATO's big players agreed that, after 75 years, it's high time for a woman to hold the top civilian post, and they lauded Kallas, a dynamic and articulate leader, as the fitting choice for the job. This decision also addressed the underrepresentation of Eastern and Central European countries in holding top roles within the alliance and the EU, specifically in regard to Poland, Hungary, the Czech Republic, and other nations that joined NATO in the late 90s and early 2000s.

While Jens Stoltenberg is expected to step down in October, Kallas' NATO Secretary General ambitions may yet come to fruition in the future.

A Mixed Bag at Home

Kaja Kallas made history as Estonia's first female prime minister in January 2021. Tackling EU’s digital single market strategy, energy policy, consumer policy, and Ukraine relations as a member of the European Parliament before becoming prime minister, Kallas has proven herself as a formidable political force.

However, her popularity within Estonia dwindled as the country grappled with economic downturns, high inflation, and steep tax hikes during her tenure. Her credibility as a staunch supporter of Ukraine and vocal critic of Russia took a hit when it emerged that a transport company partly owned by her husband was still conducting business with Russia[1]. Subsequent surveys revealed that a majority of Estonians desired her resignation as the country's prime minister.
