Rehabilitation Efforts for Militancy Victims in Jammu and Kashmir Gain Momentum

The rehabilitation process for families affected by militancy in Jammu and Kashmir has received a significant boost with recent decisions from Lieutenant Governor (LG) Manoj Sinha. The focus is on providing compassionate employment and systemic support to these families, aiming to offer a stable livelihood and a dignified future.

Key initiatives under LG Sinha's leadership include the distribution of appointment letters to families of terror victims, the launch of a centralized web portal for maintaining district-wise data, and a commitment to justice and accountability.

In early August 2025, LG Sinha personally handed over job letters to over 400 kin of terror victims in multiple ceremonies, symbolizing the government’s commitment to healing and rehabilitation. A portal developed in collaboration with the National Informatics Centre (NIC) was also launched to enhance transparency and the efficiency of rehabilitation and support efforts.

These appointments are part of an ongoing effort to secure a dignified future for families who lost breadwinners due to militancy, addressing long-standing grievances and ensuring economic support. LG Sinha has emphasized exemplary punishment for perpetrators and terror sympathizers, linking rehabilitation with a broader agenda of peace and justice.

However, calls for broader inclusivity suggest that the process is evolving to address all violence victims in the region comprehensively. PDP's Waheed Ur Rehman Parra, for instance, has welcomed the LG's move as humanitarian but cautioned that rehabilitation efforts should be inclusive of all victims of violence, including those harmed by security forces, to avoid selective healing and resentment.

Despite these efforts, there have been reports of delays in the compensation process for some families. Mohd Ashraf, a teacher, has been trying for over three years to get a job for another child under the rehabilitation scheme for families of militancy victims. Most of those killed by militants were political workers, retired security force personnel, or police informants.

Since the onset of militancy in J&K in the 1990s, over 14,000 civilians and 5,000 security force personnel have lost their lives. In response to these tragedies, LG Sinha has opened a dedicated helpline and a web portal to help militancy victims, further streamlining the rehabilitation process.

While the rehabilitation process has made strides, there is still work to be done to ensure that all victims of violence receive the support they need to rebuild their lives. The LG's initiatives have set a strong foundation for this, and with continued efforts, the region can move towards a more peaceful and prosperous future.
