The U.S. President, Donald Trump, has agreed to support security guarantees for Ukraine, according to Bloomberg. This decision comes as one of many options being considered in the ongoing discussions.

Italian Prime Minister, Giorgia Meloni, is proposing a plan for collective military aid to Ukraine, without its NATO membership. This plan is being discussed among European allies and offers a potential alternative to Ukraine's NATO membership.

The proposed plan, often referred to as a "NATO-lite" option, would oblige countries that sign bilateral agreements with Ukraine to respond within 24 hours in case of military actions against it. The mechanism does not equal collective defense under NATO's Article 5, but it does provide for an obligation to coordinate a response.

The details of the Italian plan were reported by the National News Service. Under this plan, European countries, especially those in the "Coalition of the Willing" (about 30 countries), are called upon to conclude bilateral agreements with Ukraine to provide mutual assistance in case of military attacks.

Some of these countries, including France and several others, are ready to support Ukraine with logistic, training, and non-frontline troop presence. However, Italy has stated it does not plan to send troops, and the U.S. excludes deploying troops on the ground.

The Italian plan acknowledges that Ukraine's NATO membership is not on the table, but offers a mechanism for collective assistance. This mechanism is akin to collective defense, but not tied to actual NATO membership.
