Israel's Prime Minister Netanyahu promises to liberate Gaza from Hamas control, asserting that his strategy is the optimal solution to put an end to the ongoing conflict.

Israel's Prime Minister, Benjamin Netanyahu, has unveiled a five-step plan for Gaza’s demilitarization and control, approved by the Israeli Security Cabinet. The plan aims to create a buffer zone of peace, free from rockets, terrorists, and threats.

  1. Disarming Hamas

The first step involves forcibly removing Hamas's weapons and military capabilities. The Israeli Defense Forces (IDF) are preparing to take over Gaza City, ensuring that humanitarian aid continues outside the combat zones.

  1. Returning all hostages

The return of all hostages, both living and dead, is a non-negotiable pillar of Israel's plan. Hamas is reported to have taken 251 hostages during the assault, with 49 still being held in Gaza - including 27 who the IDF say are dead.

  1. Demilitarization of the Gaza Strip

The second step is the elimination of all armed groups within Gaza. Israel has made it clear that the terrorist group must be stripped of its weapons entirely to prevent any future attacks on Israeli civilians.

  1. Israeli security control over the Gaza Strip

The fourth step includes Israel taking operational control of Gaza City. After Hamas is wiped out and Gaza becomes demilitarised, Israel will maintain security responsibility.

  1. Establishing an alternative civilian administration

The fifth step involves establishing a new civil administration in Gaza, which would neither be Hamas nor the Palestinian Authority but some other non-hostile Arab governance. A non-Israeli civilian administration will be established in Gaza within 24 hours after the operation.

This plan anticipates the evacuation or displacement of about 800,000 to 1 million civilians from Gaza City by October 7, 2025, with the area then to be besieged for approximately three months, possibly followed by military operations to clear central Gaza and refugee camps of armed factions over an additional two months.

Netanyahu emphasized that Israel intends to control Gaza for security reasons but has no intention of governing or permanently occupying the territory. Instead, Israel aims to hand control to “Arab forces” who would govern Gaza without threatening Israel and provide Gazans a stable civilian life.

This plan marks a significant escalation in the conflict and involves extensive military operations, humanitarian evacuations, and a shift in governance structure, with substantial concerns about civilian displacement and casualties. Israel has already announced plans to takeover Gaza City and has warned civilians to evacuate immediately.
