The military leader behind this decision is Israeli Defense Forces spokesman Effie Defrin, who made the announcement around August 21, 2025, under the direction of Prime Minister Benjamin Netanyahu.

According to the Israeli army's plan, civilians in the city of Gaza are set to move to tent camps further south. These temporary shelters will be located outside the city to accommodate the estimated population of one million civilians residing in Gaza. The army is working closely with international aid organizations to ensure the supply of medical aid and food in the tent camps.

The Israeli army has already initiated "preparatory measures" for taking the city of Gaza. Troops are already present in the suburbs of the city, specifically in the neighbourhoods of Al-Saitun and Djabalija.

Hamas, the Islamic terrorist organization that controls Gaza, still maintains "operational capabilities" for guerrilla warfare. However, the Israeli army's primary focus is on destroying Hamas's underground tunnel system as part of the operation.

It's important to note that the initial stages of the operation will primarily involve active soldiers, with the majority of the 120,000 reservists not being deployed immediately. Notification letters for the reservists will be sent out in the coming days, with service expected to begin in September.

The city of Gaza has been a stronghold for Hamas, and the operation aims to bring stability to the region. Human rights organizations have highlighted the critical humanitarian situation in Gaza, and the Israeli army's plan prioritizes the safety and well-being of the civilian population.
