Israel pushes forward with contentious settlement scheme, intending to quash the concept of a Palestinian nation-state

Israel's ongoing pursuit of settlement expansion in the West Bank, particularly the approval of over 3,400 housing units in the E1 area, has sparked a wave of controversy and international condemnation. This critical location, connecting Palestinian population centers, is seen as a deliberate attempt to prevent the establishment of a contiguous Palestinian state by disrupting territorial continuity.

The E1 settlement plan, if approved next week, would not only fracture the West Bank but also pose a significant risk of forced displacement for Palestinian farming and herding communities. The situation is further aggravated by an increase in settler violence against Palestinians, with Israeli forces often using force to protect settlers.

The United Nations Secretary-General has explicitly condemned the E1 settlement expansions as a violation of international law and a direct threat to the two-state solution. The UN Human Rights Office also describes these steps as unlawful annexation and violations of Palestinians’ fundamental rights.

"Peace Now," a prominent Israeli peace advocacy group, has been vocal in its criticism of the E1 plan. The organisation believes that the establishment of a Palestinian state alongside Israel is the solution to the Israeli-Palestinian conflict and the terrible war in Gaza. They warn that the Israeli government's annexation moves are taking the region further away from a solution and guaranteeing many more years of bloodshed.

The Palestinian National Council, meanwhile, has criticised the new settlement plans as a "systematic plan to steal land." They argue that these moves aim to Judaize the land and impose biblical and Talmudic facts on the conflict.

Israel's Finance Minister, Bezalel Smotrich, has defended the E1 plan, stating that it would permanently bury the idea of a Palestinian state. He has also been advocating for the annexation of the occupied West Bank and the application of Israeli sovereignty to the entire territory.

The Biden administration, however, has deemed Israeli settlements in the West Bank as "not inconsistent" with international law, following a policy change during the first Trump administration.

As these developments unfold, the viability of a future Palestinian state and ongoing tensions related to settlement expansion in the occupied West Bank remain a pressing concern. The international community continues to call for a halt to all settlement activities in compliance with UN resolutions and the International Court of Justice’s July 2024 advisory opinion.
