Aid distribution by GHF was recently initiated, commencing a week ago. Following over three months of blockade, Israel granted authorized aid deliveries to the emaciated populace, albeit under constraints.

Shuttered Aid Centers: Israel Deems Distribution Areas "Battlefields" During Refurbishment

Israel designates renovation zones as "battlefield" or "combat areas"

In the wake of multiple deadly encounters near aid distribution centers in the Gaza Strip, all centers will be out-of-service today. The Israeli military and the Gaza Humanitarian Foundation (GHF), in charge of food distribution, shared this news viaX platform overnight. The centers are closing for "renovation, reorganization, and efficiency improvements," an army spokesperson stated, quoting the GHF.

The spokesperson cautioned Gaza residents against venturing near distribution center areas. These locations have been labeled combat zones, and unauthorized entry is strictly prohibited. The facilities are slated to reopen on Thursday.

Political implications

Germany has been exporting almost half a billion euros in arms to Israel since the 2023 Hamas massacre. The GHF began distributing aid through the centers approximately a week ago after Israel lifted a nearly three-month aid embargo on the beleaguered populace.

Tuesday's report indicated Israeli soldiers firing upon crowds near a distribution center in Rafah, resulting in the death of 27 Palestinians and injuring approximately 90 others. This marks the third lethal incident near a GHF distribution center within three days.

Post-Tuesday's incident, the director of Nasser Hospital in Khan Younis informed BBC that casualties with gunshot wounds were brought in following Israeli forces' alleged firing upon civilians seeking aid in Rafah's western region. A foreign medical professional in the area described the scene as a bloodbath, claiming aid workers were overwhelmed by the influx of victims. UN Secretary-General António Guterres demanded an immediate and unbiased investigation into the incidents.

Background

Israel permits the GHF to distribute aid in the Gaza Strip to bypass UN aid agencies and other initiatives. The UN has taken issue with this arrangement, accusing Israel of manipulating humanitarian aid as a tactical advantage.

Historically, Israel has invoked concerns for security and military operations as justifications for actions within Gaza, declaring specific zones as battlegrounds. Conflict zones may necessitate closing aid centers if they are in danger zones or there are suspicions of misuse by militant groups.

International humanitarian law dictates that parties must differentiate civilian objects, such as aid centers, from military targets during conflicts. Actions taken within these zones are prone to international scrutiny and criticism, given the potential humanitarian impact. Moreover, political and diplomatic factors can influence Israel's decisions regarding Gaza.

  1. The European Union and its Member States might express concern over the politicized distribution of aid in the Gaza Strip, considering the current war-and-conflicts and general-news surrounding the area.
  2. The closing of aid centers in the Gaza Strip due to labeling them as battlefields during refurbishment could raise questions about crime-and-justice issues, especially in light of recent reports of unprovoked Israeli military violence towards civilians seeking aid.
