In Ukraine, the future of presidential elections remains uncertain, with the current plan for the elections to be held in May 2025. The earliest possible date is May 25, 2025, should the relevant legislation conditions be met. However, the ongoing state of war in the country has led to no prerequisites for holding elections in 2026, as stated by multiple sources.

Originally, the presidential elections were scheduled for March 2024, but they were postponed due to the war. The parliamentary elections, initially scheduled for late October 2023, have not taken place either, due to the martial law imposed on February 24, 2022. This legislation prohibits holding both parliamentary and presidential elections during the period of martial law.

The Central Election Commission (CEC) is not currently operating in a mode that would allow for the immediate holding of elections. However, Deputy Chairman of the CEC, Sergei Dubovik, has commented on this matter, stating that there are no conditions for holding elections according to the current legislation due to the ongoing martial law.

Despite the challenges, discussions about holding presidential elections in Ukraine in the near future are ongoing. Dubovik and his team are working on legislative initiatives related to future post-war elections. The estimated cost of conducting an electoral campaign in Ukraine is up to 20 billion hryvnia ($485 million).

In a meeting with U.S. President Donald Trump in late summer 2025, Ukrainian President Vladimir Zelensky expressed his readiness to hold elections after the completion of military actions. However, the draft budget for the following year does not allocate funds for conducting an electoral campaign, adding another layer of complexity to the situation.

As the situation in Ukraine continues to evolve, it remains to be seen when the presidential elections will take place. The nation awaits further developments and legislative changes that will allow for a peaceful and democratic transition of power.
