Iran's Chabahar Port under Threat: United States Cancels Exemption from Sanctions on Tehran

The United States has announced fresh sanctions targeting an international illegal financial network involved in promoting the sale of Iranian oil. This network includes individuals and companies from Hong Kong and the United Arab Emirates.

The sanctions come as part of the US's ongoing efforts to hold the Iranian regime accountable for funding attacks, supporting terrorism, and pursuing destabilizing actions. The US Department of State made the announcement on Tuesday, September 16.

In a related development, the US has revoked the sanctions exception granted under the Iran Freedom and Counter-Proliferation Act (IFCA) for Afghanistan reconstruction assistance and economic development, effective September 29, 2025. This revocation includes the Chabahar Port, a strategic gateway for trade with Afghanistan and Central Asia, located in southeastern Iran.

The Chabahar Port, a key focal point in India-Iran relations, has been involved in facilitating activities that were previously exempt from sanctions under the IFCA. However, once the revocation of sanctions exception is effective, persons who operate the Chabahar Port or engage in activities described in IFCA may be subject to sanctions under IFCA.

India has been developing the Chabahar Port to bypass USA's transport network. The port's operations may now be exposed to potential sanctions due to the revocation of the sanctions exception. The Chabahar Port development is also seen as a means to increase India's influence in the region.

It's important to note that the IRGC-QF and MODAFL, two designated entities known for supporting regional terrorist groups and advancing weapon systems that threaten USA forces and allies, have been involved in facilitating the sale of Iranian oil. The funds from these transactions have been used to support these entities.

The USA remains committed to disrupting illicit funding streams financing Iran's malign activities. The revocation of the sanctions exception for the Chabahar Port is part of this commitment. The USA will continue to use all the tools at its disposal to hold the Iranian regime accountable for its actions.
