President Ferdinand Marcos Jr. has expressed surprise and concern over the disproportionate award of flood control project contracts to a small group of construction firms in the Philippines.

A total of 15 contractors, including Legacy Construction Corporation, Alpha & Omega Gen. Contractor & Development Corp., St. Timothy Construction Corporation, QM Builders, and others, have received approximately 20% of the country's P545 billion flood control budget from July 2022 to May 2025. This concentration of projects among a few contractors, despite thousands being accredited, has raised suspicions of potential irregularities or favouritism in contract awarding processes.

Five of these contractors, including Legacy Construction Corp. and Alpha & Omega Gen. Contractor, have projects spanning almost the entire country, which has further raised red flags. The Department of Public Works and Highways (DPWH) and the House committees are now auditing and investigating these contracts due to concerns such as multiple projects with identical contract amounts in different provinces and unidentified project descriptions.

The President has named these 15 construction firms and has urged the public to report any irregularities in flood control projects in their respective areas. He has also directed an in-depth investigation into the irregularities in the flood control projects across the country in response to the recent massive floods.

The President clarified that nothing is final yet and that they are "not accusing anyone of anything." However, he questioned the justification for choosing certain contractors, as he believed local contractors should have been prioritized due to their speed and local influence.

From July 2022 to May 2025, the government implemented a total of 9,855 flood control projects across the country, valued at P545.64 billion. The President expressed concern over the high spendings and the lack of specificity in the projects. He emphasized the importance of an efficient garbage collection policy for the effectiveness of the pumping stations.

The President also mentioned that the National Capital Region, Central Luzon, and Bicol Region had the most flood control projects and the highest spending. Bulacan, Cebu, Isabela, Pangasinan, Pampanga, Albay, Leyte, Tarlac, Camarines Sur, and Ilocos Norte had the most flood control projects among provinces.

In Metro Manila, there were 1,058 flood projects worth P52.57 billion; Central Luzon had 1,617 projects valued at P98.01 billion; and Bicol Region had 866 projects worth P49.61 billion. Many flood control projects shared the same designs and costs despite differences in location or terrain.

Of the 170 pumping station projects, 157 were in Metro Manila and worth about P11.67 billion. The rest of the pumping station projects were in Central Luzon, Zamboanga Peninsula, and Western Visayas.

All the completed, finished, and ongoing flood control projects across the country will be published through the sumbongsapangulo.ph. The President emphasized the need for transparency and accountability in the implementation of these projects.

As investigations and audits continue, the Philippine government aims to address the concerns of concentration and irregularities in contract awards, ensuring a fair and efficient allocation of resources for flood control projects nationwide.
