Inundated Manitoba prisons stir debates prior to upcoming bail reforms
In Manitoba, the Stoney Mountain Institution, the province's federal prison, is currently over its capacity, a situation that is mirrored in all six of the province's adult correctional facilities. This overcrowding has raised concerns among correctional officers' unions, with Kyle Ross, president of the Manitoba Government and General Employees' Union (MGEU), expressing his apprehensions about the influx of inmates due to potential reforms.
Ross has emphasised the need for a short-term plan to address the increasing volatility in the correctional facilities. He is particularly concerned about the safety implications of double bunking inmates, a practice that could potentially lead to safety issues for both guards and inmates.
Manitoba's justice minister, Matt Wiebe, has responded by promising to build a new jail. However, he has not yet specified the exact location for the new facility. Wiebe has also stressed the importance of ensuring people are being moved around and moved to those places that are safe. According to him, there is capacity in the system, with people being moved around to safe locations.
The discussion about new prisons does not necessarily involve an entire new project, according to Jake Suelzle, prairies regional president of the Union of Canadian Correctional Officers. Suelzle suggests that building new units or retrofitting existing ones could be viable solutions to the overcrowding issue.
The promise to build a new jail is not a new development. The NDP government is involved in this promise, and it comes amidst the federal government's promise of legislation to reform bail and sentencing this fall. The province is also considering reorganisation as an option.
Interestingly, the Youth Centre in Manitoba is the only correctional facility under its capacity. However, this reform could lead to longer terms of imprisonment for more offenders, a potential implication that warrants careful consideration.
The closure of the Dauphin Correctional Centre by the Pallister government further complicates the situation. Ross has raised this concern with Wiebe, urging for a comprehensive and immediate solution to address the overcrowding issue in Manitoba's correctional facilities.
