Introducing Yearly Family Support for Working Parents Planned for 2026
Russian Prime Minister Mikhail Mishustin has announced a new policy aimed at providing additional support for working families with multiple children. The policy, set to start in June 2026, is part of the recently announced annual family allowance for working parents.
The key details of this new measure reveal that it targets families with two or more children whose income is below 1.5 times the regional living wage. Instead of a direct cash payment, the program offers a partial compensation for the personal income tax (PIT) paid by eligible families. The personal income tax rate for these families will be recalculated at a reduced rate of 6%, and the difference compared to the standard rate will be refunded to them.
This tax-related benefit is designed to lower the tax burden on eligible families and increase their disposable income. Since 2025, tax deductions for the second and subsequent children have been doubled, allowing families to retain up to 25,000 rubles more annually. This measure complements the 2026 family allowance by reducing taxable income.
The government is focusing on streamlining and automating the process to make access easy, ensuring families do not face bureaucratic hurdles in receiving the support. The goal is to ensure that the procedures for receiving the refund are simple, clear, and free of any glitches.
The regional subsistence minimum varies by region, so actual income eligibility levels will differ accordingly. No specific mentions of fixed monthly or annual sums have been made, but this measure should increase net income for qualifying families by reducing the effective tax rate on their earnings.
The Ministry of Labor and the Social Fund have been asked to pay special attention to the implementation of this new measure, with the Prime Minister emphasizing the importance of starting preparations now to ensure a smooth implementation of the new measure. The announcement was reported by TASS.
This allowance represents a new form of support aimed at encouraging families with multiple children and moderate incomes by lowering their tax load and increasing disposable income through tax refunds, rather than direct benefit payments. The policy pertains to families living in Russia.
