The global climate landscape is facing a significant shake-up, with the United Nations-centred global-governance architecture showing signs of disarray. Amidst this turmoil, the COP30 Brazilian Presidency is steering the ship towards a productive meeting, focusing on bridging divides, building trust, and delivering genuine progress.

The COP30 Action Agenda, a program designed to mobilise various stakeholders, is at the heart of this endeavour. Its objective is to accelerate and scale climate action globally, highlighting effective solutions that can be replicated and expanded transparently, ensuring measurable progress and accountability towards meeting climate goals.

This agenda aligns with efforts to push beyond previous agreements by focusing on implementation and financing, particularly emphasising nature-based solutions and protecting critical ecosystems like the Amazon rainforest. Brazil aims to place the Amazon at the centre of the global climate agenda and calls for mobilising at least US$7 billion annually to safeguard it, recognising that its collapse would severely jeopardise the Paris Agreement targets.

The Action Agenda also strengthens the role of finance ministries worldwide in climate finance mobilisation, as seen in initiatives like the COP30 Finance Ministers’ Circle. This group seeks to mobilise at least USD 1.3 trillion in climate finance for developing countries by 2035, enhancing cooperation and leadership from financial authorities in advancing global climate commitments.

Health is a central pillar under the COP30 Presidency, with a focus on integrating health outcomes into climate policies to protect vulnerable populations most affected by climate change. The World Health Organization is collaborating closely with the Brazilian Presidency to keep health issues prominent in climate negotiations, aiming to promote resilient, low-carbon health systems and strengthen links between climate, biodiversity, air quality, and public health.

In summary, the COP30 Action Agenda aims to make progress on previously agreed climate outcomes by:

  • Mobilising broad, cross-sector participation for accelerated climate solutions.
  • Enhancing climate finance, especially for nature-based solutions and vulnerable regions like the Amazon.
  • Centring health and social equity in climate strategies to address impacts on vulnerable populations.
  • Promoting transparency, accountability, and scalable climate actions to close the implementation gap left by earlier commitments.

This multifaceted approach is intended to translate prior climate commitments into concrete, financed, and inclusive actions that drive the global agenda forward at COP30 in Brazil.

However, the road ahead is not without challenges. Compromise is increasingly being rejected in favour of "realism," leading to extreme polarization and entrenched negotiating positions. At the 62nd session of the United Nations Climate Change Subsidiary Bodies (SB62) in Bonn, little progress was made due to a focus on agenda details. Building consensus is a key challenge for Brazil's COP30 presidency due to the UN Framework Convention on Climate Change's historical delays and four global developments undermining trust and cooperation.

Despite these challenges, the COP30 Special Envoys extend their full support to the Action Agenda, recognising its potential to rebuild momentum and drive meaningful progress in the fight against climate change. The authors of the commentary include Adnan Amin, CEO of COP28; Arunabha Ghosh, CEO of the Council on Energy, Environment and Water; Carlos Lopes, Chair of the African Climate Foundation; Jacinda Ardern, former Prime Minister of New Zealand; Jonathan Pershing, former US Special Envoy for Climate Change; Laurence Tubiana, CEO of the European Climate Foundation; and Patricia Espinosa, former Executive Secretary of the UNFCCC. As the world grapples with challenges such as armed conflicts, a global trade slowdown, intensifying growth headwinds, and record debt levels, it is crucial that climate change does not take a back seat. The COP30 Action Agenda offers a beacon of hope, a blueprint for climate progress amidst the storm.
