Kazakhstan Advocates for Human Rights Reforms at UN

Kazakhstan's Minister of Justice, Yerlan Sarsembayev, led the country's delegation at the 48th session of the UN Human Rights Council's Universal Periodic Review (UPR) in 2021. The delegation's focus was on addressing various human rights challenges and presenting commitments to reform.

The discussion centred around ensuring press freedom, combating human trafficking and domestic violence, advocating for peaceful assembly and freedom of association, and eliminating torture and ill-treatment.

Kazakhstan also highlighted its collaboration with UN human rights mechanisms and its technical cooperation with the Office of the UN High Commissioner for Human Rights. The country presented its fourth report on human rights obligations and previous review recommendations.

The international community commended legislative progress in Kazakhstan, particularly in combating domestic violence, ensuring children's safety, strengthening the mandate of the Human Rights Commissioner and the National Preventive Mechanism, and protecting the population, especially in vulnerable situations.

The UN recognized the abolition of the death penalty in Kazakhstan and acknowledged the adoption of the Action Plan on Human Rights and the Rule of Law by Kazakhstan on Dec. 8, 2023.

Moreover, the delegation emphasized comprehensive reforms undertaken by President Kassym-Jomart Tokayev in promoting human rights and the rule of law. The Human Dimension Dialogue Platform, a consultative and advisory body in Kazakhstan, was emphasized as leading to the adoption of three human rights action plans and several legal acts.

Kazakhstan's contribution during its 2022-2024 membership in the UN Human Rights Council was acknowledged by the UN. The delegation's discussions reflected a genuine interest in an open and constructive dialogue with over 100 UN member-state delegations, demonstrating a commitment to addressing human rights concerns and fostering a more just society.
