Slaying Saarland's Flood Woe: FAQ with Reinhold Jost, the Unshakable SPD Minister
The Unyielding Reinhold Jost
Collaborative efforts needed to tackle flood emergency, as stated by the Interior Minister - Internal Minister Addresses Collaborative Approach to Addressing Post-Flood Predicament
Saarland's very own Rock of Gibraltar, Reinhold Jost (SPD), isn't phased by criticism alleging the state's financial support for municipal flood protection falls short. "Hogwash!" he spits out, preferring to focus on the real obstacles at hand.
The Nitty-Gritty of Assistance
Municipalities in Saarland are entitled to 70% basic funding and an additional 20% need-based allocation for technical flood protection, according to Jost. He shrugs off claims that a ten percent difference in funding wouldn't make a significant impact.
"The financial troubles are just talk," Jost weighs in, emphasizing that the discussion surrounding financing problems is baseless, and, instead, the challenges arise due to property owners not cooperating or a lack of planners.
Clamoring for a Special Fund
The President of the Saarland Association of Towns and Municipalities, Stefan Spaniol, deems the funds distributed so far as a solid foundation for enhancing municipal flood protection. However, he yearns for a unique funding program, devoid of complicated bureaucratic hurdles and bearing minimal municipal contribution, to ensure effective aid for all municipalities.
A Year Post-Disaster: A Successful Recovery
One year after the tumultuous flood that incurred around 46 million euros in damage to Saarland's infrastructure, Jost and Petra Berg (SPD, Environment Minister) have assessed the progress made in handling the aftermath.
The state government has already handed out immediate aid worth over 3.5 million euros following the Pentecost flood, followed by 33 million euros from the supplementary budget and a further 10 million euros in need-based allocations. In total, 93% of the incurred damage has been covered. Additionally, the funding for municipal flood protection measures has been increased from 70 to 90%.
"Together, we've navigated the crisis," Jost boasts. "Other German regions would die for what we've managed to achieve in the past year." This disaster was a severe test, but it was not only effectively triumphed over, but crucial lessons have been learned to be better prepared in case of such an event in the future.
The Road Ahead: Early Warning Systems and Local Guidance
Saarland aims to unveil a statewide early warning system for heavy rain events within the next two to three years. The initial phase of the pilot project KLIGAS (Climate Hazard Abatement System Blies), in collaboration with the University of Applied Sciences (htw), has been underway since March. Districts such as St. Wendel, Neunkirchen, and the Saarpfalz district are involved in this project.
From August 1st, a flood advisor will lend a helping hand to Saarland's municipalities in implementing disaster protection measures.
