French Interior Minister, Olivier Véran, denounced the shortcomings in managing the Paris attacker's mental health, who viciously attacked a group of Filipino tourists using a hammer and knife in the vicinity of the renowned Eiffel Tower. "The three-year psychiatric treatment obligation was honored," announced Véran, "However, this treatment apparently failed to hinder his deadly actions. The question now concerns whether we need to modify the legal framework to block such incidents," he proposed.

Investigators revealed that the 26-year-old offender, who had been spiraling into radicalization and psychological instability, was sentenced to imprisonment for planning a potential assault in La Défense's Paris business district in 2016. He was released following the completion of his term when his persistent psychological troubles spurred the public prosecutor to order psychiatric care. According to the public prosecutor, medical professionals attested to his lack of danger in April 2021, following which he was under the watch of the security services.

However, the 26-year-old man, in a video released by the French anti-terrorism prosecutor's office, pledged his allegiance to the Islamic State militia. A cab driver attempted to intervene, prompting the attacker to shout, "Allah is great." Subsequently, suffering fatal injuries, the 23-year-old victim with dual German and Filipino citizenship succumbed to his wounds.

In response to the attack, the interior minister, Gerald Darmanin, expressed concerns about the quality of the care provided to the offender in public statements.
