Johann Wadephul, the German Foreign Minister, commenced a multi-day visit to Japan and Indonesia on Monday, marking an important diplomatic engagement in the Asia-Pacific region. The visit comes amidst the ongoing conflict between Ukraine and Russia, a crisis that has been a focal point of international discussions in recent months.

In Washington, a meeting is scheduled for Monday evening, where Federal Chancellor Friedrich Merz will discuss elements of a negotiated solution for Ukraine with other world leaders, including Donald Trump. This gathering follows a summit between Trump and Russian President Vladimir Putin in Anchorage, Alaska, last Friday, during which the possibility of ending the war was discussed. However, Russia demanded territorial concessions from Ukraine, a proposal that has been firmly rejected by Ukrainian President Volodymyr Zelensky and his Western allies.

The focus of the negotiations revolves heavily around the 2022 Istanbul negotiations framework, a basis for peace talks that Russia insists is the only acceptable option. Russia has demanded that any security guarantees for Ukraine must include a consensus among guarantor states that effectively gives Russia veto power over Western military assistance to Ukraine. This would leave Ukraine unable to strengthen its defense or receive unimpeded support against future Russian aggression.

Wadephul has expressed the need to increase pressure on Moscow to move towards a just and lasting peace. He will meet with Japanese Economic Minister Yoji Muto and the Minister-President of Japan, Takeshi Iwaya, during his visit to Japan. The discussions are expected to cover security guarantees for Ukraine in a peace solution and the stance towards Russian territorial claims.

After a ceasefire and peace agreement, Ukraine must be able to effectively defend itself. The European Union, along with the United States, has shown support for Ukraine's sovereignty and security, but specific guarantees have not been detailed publicly beyond the general transatlantic unity seen in the Washington meetings. The EU's role is more as part of the Western coalition backing Ukraine diplomatically and materially, opposing Russian territorial demands.

Wadephul's visit to Indonesia is scheduled for Wednesday, and his return to Germany is planned for Friday. The ongoing Ukraine-Russia conflict continues to be a significant issue in international diplomacy, with the Istanbul-based security guarantee framework remaining the main obstacle to concrete progress. Zelensky and Western allies, including Trump in recent talks, push for direct negotiations without Ukraine conceding territory upfront and maintain support for Ukraine’s sovereign defense capabilities.
