Intelligence Operations Accused: GBA Indictment

In a significant development, the Federal Prosecutor's Office has filed charges against three individuals on May 16, 2025, before the State Protection Senate of the Higher Regional Court of Frankfurt am Main. The accused, Ukrainian national Robert A., Armenian national Vardges I., and Russian national Arman S., are suspected of being active in a particularly serious case for a foreign intelligence service.

The charges stem from an alleged espionage operation that may have been intended to prepare for further intelligence operations in Germany, possibly including the assassination of a target person. Vardges I., an individual ordered by a Russian intelligence agency in May 2024 to spy on the target person, a man residing in Germany who had participated in combat operations for the Ukrainian forces, is said to have recruited Robert A. and Arman S. to carry out the operation.

The accused individuals, Robert A. and Arman S., were present at a cafe in Frankfurt am Main on June 19, 2024, to identify and gather information about the target person. It was planned to lure the target person to a meeting in Frankfurt am Main on the same day. However, prior to this encounter, the target person had contacted the German police authorities, preventing the encounter with the accused.

The arrest of the accused was announced in press release No. 33 on June 21, 2024. As of now, both Robert A. and Arman S. remain in custody.
