High-Level Security Meeting in New Delhi Focuses on Combating Terrorism and Enhancing Global Intelligence Cooperation

The 10th edition of the Raisina Dialogue, India's premier conference on geopolitics and geo-economics, took place in New Delhi from March 16 to 19. The meeting, traditionally held a day before the security conclave, saw the participation of intelligence chiefs from approximately 20 nations, including the US and Tulsi Gabbard.

The main discussions at this year's high-level security meeting centered on combating terrorism, particularly the threat posed by Islamist terrorist ideology and groups aiming to establish an Islamist Caliphate. The meeting also aimed at enhancing global intelligence cooperation to address security threats emanating from terrorism and emerging technologies.

Tulsi Gabbard, attending as the US intelligence chief, emphasized the US commitment—under then-President Trump—to identify and defeat the ideology driving Islamist terrorism and its global terror networks. The agenda likely included regional security concerns such as the situation in Bangladesh related to persecution of religious minorities and Islamist terrorism.

In addition to the security discussions, Gabbard was scheduled to meet with Indian top security officials including National Security Adviser Ajit Doval and Prime Minister Narendra Modi during her visit, indicative of broader strategic consultations coinciding with the security meeting.

The closed-door conference centered on strengthening intelligence cooperation against counterterrorism, financial crimes, and cyber threats. Delegates also discussed critical global issues such as the ongoing Russia-Ukraine conflict and the situation in the Middle East.

The security conclave, convened by India's National Security Council Secretariat, saw the participation of intelligence chiefs from Australia, Germany, New Zealand, and other partner countries. Prime Minister Narendra Modi is slated to inaugurate the Raisina Dialogue on Monday.

Participants in the Raisina Dialogue will include ministers, former heads of state and government, top military commanders, industry leaders, technology experts, academics, journalists, and strategic affairs specialists. Approximately 125 countries are expected to participate in this year's Raisina Dialogue.

India's priority, as noted by officials, was ensuring that no participating country's territory is used for anti-India activities. The meeting did not provide specific details about the actions to be taken to combat terrorism and transnational crimes.

Tulsi Gabbard's trip to India is part of a wider multi-nation journey focusing on the Indo-Pacific region. Her presence in New Delhi marks the first high-level visit from the new administration led by President Donald Trump.

The annual international conference "The Raisina Dialogue" is scheduled to take place the following day. The focus of the meeting will be to bolster intelligence sharing mechanisms to combat terrorism and various transnational crimes, emphasizing the importance of robust partnerships among nations for effectively addressing emerging security challenges around the world.
