Intelligence Activities Accusation against GBA
In a significant development, three individuals—Robert A. (Ukrainian national), Vardges I. (Armenian national), and Arman S. (Russian national)—have been arrested and remain in custody, accused of acting as agents for a foreign intelligence service. The charges were filed on May 16, 2025, by the Federal Prosecutor's Office at the Federal Court of Justice (GBA), and the case has been taken up by the State Protection Senate of the Higher Regional Court of Frankfurt am Main.
The alleged crimes are classified under section 99 paragraph 1, paragraph 2 sentence 1 of the German Criminal Code (StGB), indicating a particularly serious case. The accused are suspected of spying on a person in Germany who had previously fought for the Ukrainian forces after the Russian invasion.
According to investigations, Vardges I. received instructions from a Russian intelligence agency in May 2024 to spy on this individual residing in Germany. The spying operation, which took place in Frankfurt am Main, presumably served to prepare further intelligence operations in Germany.
The target person was lured to a meeting at a cafe in the city centre of Frankfurt am Main on June 19, 2024. However, the individual had previously contacted the German police, preventing an encounter with the accused.
Robert A. and Arman S. were present at the scene to identify the person and gather more information about them. It is alleged that Vardges I. recruited the other two accused to carry out the spying operation.
The Russian spy agency that allegedly tasked the three accused—Robert A., Vardges I., and Arman S.—to spy on the person in Germany is the Russian Federal Security Service (FSB). This is indicated by investigations and reports associating Russian espionage activities and agents connected to the FSB operating within Germany.
