Vietnam's Prime Minister Phạm Minh Chính recently threw some serious shade at certain ministries and localities for their snail-paced digital transformation and administrative reforms, particularly as it relates to the development of critical databases. He aptly pointed out that this glacial speed and ineffectiveness is seriously gumming up the works and holding back the nation's advancement.

Speaking at the second meeting of the Government Steering Committee for the Development of Science, Technology, Innovation, and Digital Transformation, our PM (who's also head honcho of the committee, in case you were wondering) emphatically reiterated the importance of science, technology, innovation, and digital transformation as the bedrock for Vietnam's rapid and sustainable development.

During the meeting, the committee assessed the implementation of Politburo Resolution No. 57-NQ/TW, passed in December 2024, with the objective of breaking new ground in science, technology, innovation, and national digital transformation. The PM stressed that fulfilling this resolution demands unwavering focus, steel resolve, and decisive action. He underlined the necessity of achieving key national objectives, like an economic growth rate of at least 8 percent in 2025 and sustained double-digit growth in the years that follow.

Promoting science, tech, innovation, and digital transformation, driving Project 06, executing Resolution 59 on international integration, Resolution 66 on lawmaking and enforcement, and Resolution 68 on private sector development–all these are crucial objectives that help bring Resolution 57 to life. That's quite the to-do list, eh? But PM Chính is always up for a challenge, folks!

At the meeting, our PM urged delegates to pore over the challenges, obstacles, and shortcomings in implementing related activities, including digital transformation, scientific research, innovation, administrative reform, and Project 06. He urged ministries and agencies to come up with practical and timely fixes to speed up the implementation of Resolution 57.

According to reports, Resolution 57, issued on December 22, 2024, is a strategic document that aims to transform science, technology, innovation, and digital transformation into the chief catalysts for Vietnam's socio-economic growth and global competitiveness. Goal? Turn Vietnam into a developed, high-income nation. Ambitious, much?

Post-resolution, our PM ordered the development of a government action plan pronto, and on March 13, 2025, the Government Steering Committee was born. The committee is tasked with intellectualizing national strategies, policies, and measures for science, technology, innovation, and digital transformation. It also monitors the execution of Project 06, which deals with the application of population data, digital identification, and e-authentication. Additionally, the committee coordinates and supervises inter-sectoral strategies and the enforcement of relevant mechanisms and policies.

To make its work even more efficacious, the committee has established three subcommittees, with the one leading Project 06 being run by the Minister of Public Security. A second subcommittee focuses on science, technology, innovation, and digital transformation, helmed by the Minister of Science and Technology. The third oversees administrative reform and falls under the jurisdiction of the Minister of Home Affairs.

The Ministry of Science and Technology acts as the committee's standing body, charged with developing operational plans, establishing working regulations, and ensuring all necessary resources for the committee's smooth operation. Game on, Vietnam!

  1. The implementation of Resolution 57 demands unwavering focus, steel resolve, and decisive action from ministries and agencies, as highlighted by Prime Minister Phạm Minh Chính, in order to achieve key national objectives such as an economic growth rate of at least 8 percent in 2025.
  2. In order to turn Vietnam into a developed, high-income nation, Resolution 57 aims to make science, technology, innovation, and digital transformation the chief catalysts for the nation's socio-economic growth and global competitiveness.
  3. Promoting AI, research, and innovation, and addressing challenges in implementing related activities like digital transformation and administrative reform are crucial for the implementation of Resolution 57, as emphasized by Prime Minister Phạm Minh Chính during a recent meeting.
  4. Following the issuance of Resolution 57, the Government Steering Committee was established to monitor the execution of Project 06, which deals with the application of population data, digital identification, and e-authentication, and to develop national strategies, policies, and measures for science, technology, innovation, and digital transformation.
  5. The enforcement of relevant policies and mechanisms, as well as the supervision of inter-sectoral strategies, falls under the jurisdiction of the Government Steering Committee, and it has established three subcommittees to streamline its work, including a subcommittee for Project 06, headed by the Minister of Public Security.
