The coalition guiding the district of Harburg for the next five years faces challenging conditions, with the district assembly dominated by "newcomers" from the Richter camp. The SPD fraction might not be able to form a majority in a four-party coalition of SPD, Greens, Left, and Volt, creating further complications.
