In a city-wide speed test of the emergency warning system on September 12, 2019, eight sirens in various locations throughout Duisburg failed to function as expected. The affected areas include Bonnmannshof in Hamborn, Wintgensstraße in Duissern, Ottostraße in Hochheide, Dahlingstraße and Otto-Schulenberg-Straße in Rheinhausen, Werthauser Straße in Hochfeld, Am See in Wedau, and Mendelstraße in Rheinhausen.

The fire department's monitoring system in Duisburg oversaw the speedtest, which was part of a nationwide warning day. The siren system followed the expected sequence of signals, emitting an "All clear" signal, a pause, a "Warning" signal, another pause, and a final "All clear" signal. However, the faulty sirens failed to trigger the required siren signals.

The test aimed to inform and prepare the population in case of an emergency, and it also served to ensure the effectiveness of the emergency warning system. In addition to the sirens, the Cell Broadcast and the Nina warning app were also tested as alternative warning means. The Nina warning app was triggered punctually for the nationwide alarm by the Federal Office for Civil Protection and Disaster Assistance (BBK) at the start of the siren alarm.

At Am See in Wedau and Mendelstraße in Rheinhausen, no response was received from the sirens. As a result, no statement can be made about the functionality of these sirens at this time. The faulty sirens were detected during the test, but there is no specific information on the exact date when these sirens were repaired.

The review involved a city-wide test alarm of the siren system, and a total of 80 active sirens were tested. Out of these, 72 functioned smoothly and emitted the corresponding warning tones. The test concluded with an "All clear" signal, signifying the end of the emergency drill.

The agency reviewed the concept for emergency warning and population information today, emphasising the importance of maintaining a functional emergency warning system and alternative warning means to keep the population informed and prepared in case of a severe thunderstorm warning.
