Initial account of Bundesweite Warning Day 2025
On September 11, 2025, Germany held its Nationwide Civil Defense Day, an event aimed at testing the technical systems for warning the population and raising awareness about emergency situations.
The day began with warning messages being triggered across the country via the Modular Warning System (MoWaS), a system used by authorities in Baden-Württemberg, among others, to warn the population. The Ministry of the Interior, for Digitalization and Communities, is responsible for the topic of 'warning the population'.
The warning messages were disseminated through various channels, including apps like NINA, KATWARN, BIWAPP, regional warning apps, Cell Broadcast, radio and television stations, newspaper editorial offices and online services, digital city information boards, transportation companies, and the internet site operated by the Federal Office for Civil Protection and Disaster Assistance.
Interior Minister Thomas Strobl emphasized the importance of the Civil Defense Day, stating that it brought the topic of 'warning the population' into the focus of the population. He encouraged the population to participate in a survey conducted by the Federal Office for Civil Protection and Disaster Assistance, which is accessible via an internet site, and share their experiences to help improve the warning infrastructure in Germany.
The survey will be open until September 18, 2025, and the population has until then to share their experiences and perceptions surrounding the Civil Defense Day 2025 and the various warning means. Sirens are planned to be connected to MoWaS in the future, providing an additional means of warning the population.
In Baden-Württemberg, the responsible authorities for the use of MoWaS are the authorities for disaster management in the cities, municipalities, districts, and the Interior Ministry of the state. In 2024, a total of 264 warning messages were issued in Baden-Württemberg via the Modular Warning System.
The goal of the Civil Defense Day was not only to test the technical systems for warning but also to raise awareness among the people in Germany for emergency situations. Thomas Strobl, the Interior Minister, expressed his gratitude to the population for their cooperation and emphasized the importance of their feedback in improving the warning infrastructure in Germany.
