In a striking contrast to her wealthy counterparts, West Bengal Chief Minister Mamata Banerjee, who has been in power since 2011, is the poorest chief minister in India, according to the latest 2025 ADR (Association for Democratic Reforms) report. Her declared assets stand at a modest Rs 15 lakh.

This is significantly lower than the average asset per chief minister across 28 states and 3 union territories, which is Rs 52.59 crore. In comparison, the richest chief minister is N. Chandrababu Naidu of Andhra Pradesh, whose assets are valued at over Rs 931 crore. Arunachal Pradesh’s Pema Khandu and Karnataka’s Siddaramaiah follow closely with assets worth over Rs 332 crore and more than Rs 51 crore respectively.

The report also reveals a wide disparity in declared wealth among India's top state leaders. For instance, Jammu and Kashmir Chief Minister Omar Abdullah is the second poorest chief minister on the list, with assets worth Rs 55 lakh. On the other end of the spectrum, Kerala's Pinarayi Vijayan is the third poorest chief minister with assets worth Rs 1.18 crore.

The report underscores the wealth concentration among some political leaders, with the average declared income of chief ministers being roughly 7.3 times the per capita income of Indians.
