The ceremonial handover unfolded at the IPPO Conference Room on May 11, 2025, at 11 a.m., following the approval from the Commission on Elections (Comelec), endorsed by the Philippine National Police (PNP) headquarters in Camp Crame.

Lieutenant Colonel Arnel M. Solis, the chief of the Regional Police Information Office of the Police Regional Office in Western Visayas (PRO 6), confirmed the Comelec-approved order, and Bulalacao, the newly crowned Officer-in-Charge, was quick to express his gratitude for the trust bestowed upon him. "I acknowledge that my appointment is temporary while the PNP higher command considers a permanent Provincial Director," admitted Bulalacao, alluding to his transitional role within the PNP.

Bulalacao, currently the Chief of Regional Staff of PRO 6, seemed unfazed by the temporary nature of his appointment, pledging to work closely with local law enforcement units to strengthen public safety. In his message to the community, Bulalacao vowed to prevent any election-related violence and to safeguard the safety of voters and election workers, emphasizing the importance of peaceful, orderly, and credible elections.

Outgoing director Razalan, in his parting words, thanked the national and regional leadership for their support during his tenure. "I express my gratitude to Chief PNP Police General Rommel Francisco D. Marbil and Police Brigadier General Jack L. Wanky of PRO 6 for their unwavering support throughout my service at IPPO," Razalan extolled, noting the crucial role they played in his success.
