This change lowers the minimum imprisonment sentence to below one year. Public prosecutors and investigative authorities now have the discretion to respond judiciously to cases devoid of pedophilic intent, such as by discontinuing proceedings [1].

Interior Minister Thomas Strobl has advocated for an extended data retention period for telecommunications data in instances of child pornography. "IP addresses and the associated connection owner information are often the only leads available in these investigations. As such, our security authorities greatly require a suitable storage period for telecommunications data to successfully solve these crimes." Strobl expects the new federal government to swiftly implement the storage of IP addresses [1].

However, calls for longer data retention periods have sparked heated debates between law enforcement agencies and data privacy advocates. Current practices don't involve mass surveillance; nevertheless, escalating cries for extended data storage periods for investigative purposes persist.

Meanwhile, youth crime has registered a decline in Baden-Wuerttemberg. If offenses under the Foreigners Act are factored in, the number of young suspects has dipped by 7.8% compared to the previous year. The decrease is primarily attributed to a drop in drug offenses [1].

However, the number of school violence victims has reached a five-year high: 2,796 students and 245 teachers experienced criminal acts in 2024, largely consisting of intentional minor injuries [1].

Minister Strobl emphasized that the fight against youth crime in Baden-Wuerttemberg emphasizes prevention, education, and reintegration. "However, it's essential to remember that if prevention fails, we act with unwavering firmness towards juvenile offenders, ensuring that the punishment swiftly follows the crime."
