Incarceration of 15 years for US dressage equestrians
In a landmark decision, the Fédération Equestre Internationale (FEI) Tribunal has imposed a 15-year ban on renowned dressage rider Cesar Parra for violating principles of horse welfare. This significant sanction follows an investigation initiated in early 2024 after the U.S. Equestrian Federation (USEF) received multiple reports and submitted evidence showing Parra using abusive and harmful training methods on several horses.
The investigation, which involved a thorough review of extensive video and photographic evidence, found that Parra repeatedly and deliberately subjected the majority of horses he owned and trained to recurring serious abuse over a number of years. The abuse was both serious and systemic, affecting multiple horses.
The suspension, effective from February 2, 2024, through February 1, 2039, is one of the most severe penalties issued by the FEI Tribunal in recent years. Alongside the suspension, Parra was fined approximately CHF 15,000 (around $18,600) and ordered to pay CHF 10,000 (about $12,400) in legal costs.
Cesar Parra, 62, is a former Olympian and well-known competitor. He represented Colombia internationally before switching to represent the United States in 2008. His competitive history includes participation in the 1999 Pan American Games, the 2004 Athens Olympics, World Equestrian Games in 2002 and 2006, and FEI World Cup Finals.
The severity of the sanction reflects the gravity of the horse welfare violations involved. The USEF has strengthened its rules following this case to expand jurisdiction over unethical horse treatment both on and off competition grounds, signaling increased enforcement of horse welfare standards within the sport.
This case underscores the equestrian community's commitment to equine welfare and highlights the serious consequences when violations occur.
