Hungarian Foreign Minister Peter Szijjarto put forth Budapest as a possible location, French President Emmanuel Macron suggested Switzerland, notably Geneva, and Russian President Vladimir Putin reportedly offered Moscow. Rome has also been mentioned in broader diplomatic talks, though less prominently.

The meeting, however, remains complicated by deep political disagreements, particularly regarding Ukraine's legitimacy and the territorial and security issues central to the conflict. Russian President Putin is said not to see Ukrainian President Zelensky as an equal negotiating partner, creating substantial hurdles.

The bilateral meeting will be followed by a trilateral summit with the participation of Donald Trump, as previously reported. According to Trump, the venue for the meeting is yet to be decided. It is worth noting that Hungary was previously considered as a venue for a meeting between Putin and Trump, but the meeting eventually took place in Alaska.

The order of negotiations, as reported, was proposed by the Russian side. Hungarian Prime Minister Viktor Orbán maintains close ties with both Moscow and Washington, which could potentially play a role in the negotiations.
