Upbeat vibes are gracing the Ukrainian capital as new Federal Chancellor, Friedrich Merz, arrives in town. Some may argue the country's enthusiasm levels are more than hopeful, but regardless, Merz's trip, only days into his role, is a strong sign for Ukraine. Accompanied by an impressive lineup - French President Emmanuel Macron, UK Prime Minister Keir Starmer, and Poland's Donald Tusk - Merz leads a summit of the "Coalition of the Willing" with Volodymyr Zelenskyy.

Merz's visit stands in stark contrast to the chilly relations under former Chancellor Olaf Scholz, who, despite some challenges, managed to achieve a historic peak in German-Ukrainian relations with Zelenskyy himself[3]. However, Scholz's reluctance was evident, only visiting twice since the Russian full-scale invasion, while Foreign Minister Annalena Baerbock made nine visits[3].

A Fading Memory of Trump's Ceasefire Push

The geopolitical landscape Merz enters is fraught with challenges. Since Donald Trump's presidency, the US leader has persistently sought a ceasefire in the Russo-Ukrainian war, but with little success[4]. whilst Kyiv has long favored a 30-day unconditional ceasefire, Moscow continues to demand unacceptable preconditions. As Russia brushes off the ceasefire promises, Ukraine is left bewildered, unsure of how to defend itself[4].

Recent ceasefire attempts, at Easter and for three days around "Victory Day" on May 9, have showcased the difficulty of a truce[4]. Despite a reduction in long-range air strikes on the Ukrainian hinterland during these periods, intensified ground battles and air strikes in frontline areas continued, leaving the people of Ukraine disheartened.

A Fresh Approach from the USA

With Trump's presidency now over, the focus is on Joe Biden's administration, and a joint proposal by Ukraine, the "Coalition of the Willing," and the USA is now on the table[4]. Offering a complete, unconditional ceasefire from May 12, this proposal demands American monitoring, a move that could put Trump in a difficult position. If Russia refuses this offer, new sanctions will follow.

Merz's Strategic Ambiguity

With the winds of change blowing across Ukraine, Germany and Merz himself are under considerable scrutiny. While Russia seemed to have the upper hand with Trump, the fact that Ukraine, along with key Western allies, have united around a concrete proposal suggests a shift in Germany's stance against Russian aggression[5]. Yet, it remains uncertain whether Russia will agree to the offer. As more sanctions loom over Moscow, the expansion of military support for Ukraine, particularly from the USA, is the primary deterrent to Russian conquests in Ukraine[5].

However, it is far from certain that the USA will indeed provide additional support. With the aid approved by Congress under Biden due to expire, Merz assured Ukraine that discussions about weapons systems would no longer take place in public, emphasizing the need for "strategic ambiguity" in such a war[6].

The Taurus Debate: A Questionable Win

While Ukraine certainly needs the Taurus cruise missiles to target Russian military infrastructure, their small number makes the difference negligible[6]. The priority should still be increasing artillery ammunition and armored technology production. As the focus shifts towards these essential resources in the daily fight for survival, debates about individual weapons systems risk obscuring the bigger picture.

On a more positive note, speculations suggest that the personal rapport between Merz and Zelenskyy could improve, with Merz assuring his Ukrainian counterpart that he can always be reached[6]. This newfound connection is likely to be a significant factor in the ongoing efforts to secure peace in Ukraine.
