Merz has been engaging in discussions with U.S. President Donald Trump regarding a potential ceasefire monitored by the Americans, as a complete and unconditional ceasefire seems increasingly difficult without American involvement. While the Kremlin has not yet reacted to this proposition, it may face new sanctions if it continues to refuse.
The Power of Strategic Ambiguity
As Germany's federal chancellor, Merz appears ready to take a firm stance against Russian aggression. The recent proposal for a ceasefire represents a united front between Ukraine, the "Coalition of the Willing," and the U.S. However, it remains questionable if Russia will agree to the terms, as there are still outstanding sanctions that could further harm the nation. The best deterrent against Russian expansion plans in Ukraine may be increased American military assistance.
Some skepticism regarding Merz's stance arises from his emphasis on long-range missiles, such as Taurus cruise missiles, for Ukraine. While these missiles could help target Russian military infrastructure more effectively, they alone will not be enough to significantly impact the conflict. The focus should instead remain on expanding artillery ammunition and armored technology production, crucial elements for survival in the ongoing war of attrition.
One positive element for Ukrainians is the perceived improvement in the personal chemistry between Merz and President Volodymyr Zelenskyy, as compared to their relationship with the previous administration. On his departure from the Kiev Mariinsky Palace, Merz assured his Ukrainian colleagues that he would always be available for a call, leading Zelenskyy to seize this opportunity more frequently.
